Pada postingan kali ini saya akan membicarakan tentang janji Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan-RB) Tentang akan diangkatnya para honorer menjadi cpns. saya kurang tau apakah ini sebuah berita sedih atau berita senang, karena masing-masing ada sisi negatif dan positifnya, baik dari individunya maupun negera.
Pupus sudah harapan 67 ribu tenaga honorer untuk bisa diangkat menjadi Calon Pegawai Negeri Sipil (CPNS). Janji EE Mangindaan saat masih menjabat Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan-RB) untuk menerbitkan Peraturan Pemerintah (RPP) tentang pengangkatan tenaga honorer tercecer kategori I menjadi CPNS pada Oktober 2011, tak terwujud. Mimpi 67 ribu honorer jadi CPNS pun buyar.
Bahkan, Wakil Menpan-RB Bidang Reformasi Birokrasi, Eko Prasojo, memastikan bahwa rencana pengangkatan tenaga honorer, termasuk 600 ribu honorer kategori II yang tetap melalui tes diantara honorer untuk bisa jadi CPNS, dibatalkan.
Eko menjelaskan, kebijakan moratorium penerimaan CPNS, juga berlaku untuk tenaga honorer.
“Kita kan masih moratorium, termasuk tenaga honorer yang rencananya diangkat. Masih harus menunggu penataan pegawai dan berapa kebutuhan yang sebenarnya. Kemungkinan ada penundaan (pengangkatan honorer jadi CPNS, red),” terang Eko Prasojo kepada JPNN di Jakarta, kemarin (26/10). Itulah kalimat pertama Eko saat ditanya kapan PP pengangkatan honorer diterbitkan.
Ketua Program Pasca Sarjana Fakultas ISIPOL Universitas Indonesia (UI) itu menjelaskan, dua alasan mendasar kebijakan penundaan pengangkatan tenaga honorer ini. Pertama, terkait dengan penataan kepegawaian. Menurutnya, menjadi percuma saja jika dilakukan penataan kepegawaian, jika pada saat yang bersamaan diangkat puluhan ribu honorer jadi CPNS.
“Capek juga kalau kita perbaiki di dalam, tapi masuk (CPNS dari honorer, red) dengan kualifikasi yang tak baik,” kata Eko, wamen yang baru dilantik bersamaan dengan menteri-menteri baru hasil reshuffle itu.
Alasan kedua, terkait dengan kemampuan keuangan negara. Pengangkatan puluhan ribu tenaga honorer berkonsekuensi pada pemberian gaji dan tunjangan yang jumlahnya tidak sedikit. “Ini terkait dengan kemampuan keuangan negara untuk membayar gaji dan tunjangan lainnya,” kata Eko.
Dia juga mengatakan, kebijakan penundaan pengangkatan tenaga honorer jadi CPNS ini juga berdasar rekomendasi dari Tim Independen Reformasi Birokrasi. “Bahwa honorer dan yang baru tidak ada pengangkatan, harus melakukan penataan kepegawaian terlebih dulu,” ujar Eko.
Terkait dengan penataan kepegawaian, dimana seluruh kepala daerah harus sudah melaporkan data penataan daerah dan kebutuhan pegawai dalam jumlah ideal, paling telat akhir 2011 ini, Eko masih yakin tenggat itu bisa tercapai. “Kemarin ada percepatan. Kita optimis dalam dua bulan ini kita siapkan hasil penataan kepagawaian itu,” terangnya.
Lantas, kapan kiranya dilakukan pengangkatan honorer jadi CPNS? Eko menjelaskan, kebijakan mengenai hal itu tidak bisa diputuskan sendiri oleh pemerintah. “Ini keputusan politik yang harus dibicarakan pemerintah bersama DPR. Kita tunggu, apakah melanjutkan atau seperti apa,” kata Eko.
Seperti diberitakan, EE Mangindaan saat masih menjabat sebagai menpan-RB pada September 2011 lalu menjelaskan, dalam masa moratorium penerimaan CPNS, daerah harus melakukan penataan organisasi, termasuk menghitung kebutuhan pegawainya secara detil. Tugas ini harus sudah kelar akhir 2011.
Selanjutnya, Januari hingga Desember 2012, bagi daerah yang sudah selesai membuat data penataan PNS, sudah bisa melakukan penerimaan CPNS, dengan formasi terbatas. Dengan demikian, bagi daerah yang cepat menyelesaikan tugas itu, bisa melakukan penerimaan CPNS lebih cepat. Sebaliknya, yang lambat juga akan ketinggalan melakukan penerimaan “abdi negara” itu. Formasinya pun dibatasi, tenaga guru, tenaga kesehatan, sipir, dan tenaga navigator penerbangan.
Lulusan perguruan tinggi kedinasan, seperti Institut Pemerintahan Dalam Negeri (IPDN), Sekolah Tinggi Ilmu Statistik (STIS), Sekolah Tinggi Akuntansi Negara (STAN), dan beberapa yang lain, juga tetap diangkat menjadi CPNS. Ternyata, begitu Mangindaan “dimutasi” menjadi Menteri Perhubungan, kebijakan itu berubah total.
Sementara, kemarin Menpan-RB Azwar Abubakar mengadakan pertemuan dengan Badan Kepegawaian Negara (BKN). “Saya hanya mau tahu apa tugas dan wewenang BKN,” ujar menteri asal PAN itu.
